This chapter is an overview of the requirements of the Every Student Succeeds Act (ESSA) as well as current federal and state guidance interpreting its provisions.The guidance documents issued by theUnited States Department of Education (ED) and the Pennsylvania Department of Education (PDE) aretechnically not “law,” but are simply policy statements made by the respective agencies. Practice has shown that such guidance is fluid – subject to waivers and constant interpretation and modification. However, the guidance is important to the implementation of ESSA.
