Policy Manual Development

PSBA provides professionally written and legally referenced policies that are tailored to an individual school entity and economically priced. Our comprehensive model policy manual contains more than 250 policies. Policy professionals assist the board and administrative team throughout each step of the process:

  • Initial on-site research to review board minutes, existing policies, bargaining agreements, compensation plans and handbooks
  • Draft policy review/revision process
  • Final adoption

PSBA policy staff use the researched material and combine existing policies with PSBA policy language to create updated draft policies that reflect current law, regulations, practice and terminology. The draft policy manual is provided through our user-friendly web-based policy system. A cross-reference sheet is provided with explanatory information, and complimentary training on the system is provided to school staff. The draft manual is reviewed by the board and administrative team who recommend necessary revisions. When review of the draft manual is complete, PSBA staff process the policy revisions for further consideration and board adoption.

The policy development service includes one free year of enrollment in the Policy Maintenance Program with receipt of the Policy News Network (PNN). Fees are based on a specific proposal and the service is billed in installments, allowing payment to extend over three fiscal years.

Policy Manual Review

If your policy manual has become outdated, PSBA staff can review and revise your adopted policy manual to comply with current federal and state laws and regulations, applicable court and arbitration decisions and relevant policy issues. PSBA will request the school entity’s current policy manual, bargaining agreements, compensation plans, handbooks and other relevant information from the school entity to ensure policy revisions match current practices.

Policy staff use PSBA's policy guides as the foundation for the project, and incorporate relevant information and existing policy language to develop a customized draft policy manual. The draft policy manual is provided through our user-friendly web-based policy system. A cross-reference sheet that notes the supporting documents used for each draft policy and the reason for any significant revision is provided. Complimentary training on the web-based system also is available. The draft manual is reviewed by the board and administrative team who recommend necessary revisions. When review of the draft manual is complete, PSBA staff process the policy revisions for further consideration and board adoption.

This service is available to school entities that have completed the Policy Development service and maintained membership in the Policy Maintenance Program. The service is billed in installments, allowing payment to extend over two fiscal years.

Policy Maintenance Program

The Policy Maintenance Program fulfills the ongoing policy needs of school entities, to assist you in maintaining an updated, compliant policy manual. All subscribers of the Policy Maintenance Program are provided with a user-friendly web-based policy system for managing board policies. PSBA policy staff process new or revised policies that have been officially approved by the board and submitted by your school entity. The policies will be formatted by staff, and appropriate legal citations are added or revised; administrative regulations may be submitted for processing in the format provided by the school entity.

Policy News Network (PNN)

The foundation of the Policy Maintenance Program is the PNN newsletter, which includes new or revised PSBA policy guides recommended due to new or revised legislation, regulations and court and arbitration decisions. The PNN also includes links to additional resources and informative articles pertaining to current educational issues. The PNN and updated policy guides are delivered through the web-based policy system.

Policy News Network+ (PNN+)

The PNN+ assists school entities in maintaining or building a current administrative regulations manual in addition to maintenance of a compliant board policy manual through provision of new or revised policy and administrative regulations guides. The PNN+ is an additional service with a separate fee from the Policy Maintenance Program.

PSBA Policy Guides/Administrative Regulations

Only members of PSBA's Policy Maintenance Program are eligible to receive PSBA policy guides. In addition to the policies issued through the PNN, members may request and receive 10 policy guides annually, in addition to those received through the PNN. Members of PNN+ may request and receive 25 administrative regulations guides annually, in addition to those received through the PNN+.
