Who is most capable to respond? The presentation will explore these questions at two distinct levels: Districts within a state and students within online programs. While answering these questions, Dr. Mann will consider issues such as previous response strategies of school districts to cyber charter schools, legislative advocacy around reimbursement policy, and student-level data from online programs linked to student performance, especially special education students and Individuals with Disabilities Education Act legal implications.
