Presentation: Digital Divides: Systemic considerations during the coronavirus pandemic
Dr. Mann will address three questions related to cyber charter schools, online learning, and the coronavirus: Who is likely to be most affected? What are potential response strategies? Who is most capable to respond? The presentation will explore these questions at two distinct levels: Districts within a state and students within online programs. While answering these questions, Dr. Mann will consider issues such as previous response strategies of school districts to cyber charter schools, legislative advocacy around reimbursement policy, and student-level data from online programs linked to student performance, especially special education students and Individuals with Disabilities Education Act legal implications.

About the Speaker
Dr. Bryan Mann is an assistant professor in the Department of Educational Leadership and Policy Studies at the University of Kansas (KU). His research centers on educational policy implementation, including the effects of alternative educational programming on educational systems. He received his PhD from Penn State University in 2017. His dissertation focused on the effects of cyber charter schools on Pennsylvania traditional public school districts. Prior to joining the faculty at KU, Dr. Mann was an assistant professor of in the Department of Educational Leadership, Policy, and Technology studies at the University of Alabama.
