Last week, the General Assembly finalized and sent Gov. Tom Wolf a $25.1 billion General Fund budget for fiscal year 2020-21. The early state budget under House Bill 2387, passed well before the June 30 deadline, is an interim spending plan that provides five months of funding for most state agencies and services but contains full-year funding for education.
