Oswayo Valley SD in Potter County is weathering the budget impasse through depletion of its fund balance and a line of credit. Superintendent Michele Hartzell says that the district can make payroll through mid-June by using designated funds. But then the board will need to make the difficult decision of whether or not to draw down additional funds in order to operate. If the district choose this option and state funding is not forthcoming, Oswayo SD Business Manager Jackie Fosmer says there would be no money to repay the loan. Some district staff members already have indicated that they would seek employment elsewhere if the district is unable to make payroll.
