PSBA members elect officers, at-large representatives for 2015

Members of the Pennsylvania School Boards Association announced new officers and at-large representatives for 2015 at its Delegate Assembly on Tuesday, Oct. 21 at the Hershey Lodge & Convention Center.

The new officers and at-large representatives will take their offices on January 1, 2015, as part of an 11-member PSBA Governing Board. Officers and at-large representatives elected at the Delegate Assembly are as follows:

Offices filled include:

  • President-elect: Kathy K. Swope, Lewisburg Area SD (Union Co.)
  • Vice president: Mark B. Miller, Centennial SD (Bucks Co.)
  • Treasurer: Otto W. Voit III, Muhlenberg SD (Berks Co.)
  •  At-large representative (East): Michael Faccinetto, Bethlehem Area SD (Northampton Co.)
  •  At-large representative (Central): David Hutchinson, State College Area SD (Centre Co.)
  •  At-large representative (West): Daniel J. O’Keefe, Northgate SD (Allegheny Co.)

Kathy K. Swope, a PSBA Master School Board Director, has served as president of the Lewisburg Area School Board (Union Co.) since 1997. She is a member of the NSBA Federal Relations Network and PSBA Charter School Legislation Advisory Workgroup. Swope has played an active role in PSBA service on the Pension Advisory Workgroup, Legislative Platform Committee, Bylaws Committee, and as chair of the Regional Directors’ Coordinating Council Transition Team. She received her Bachelor of Arts degree in Elementary Education from Susquehanna University. She has served as a member of the PA Department of Education Phase II Teacher Evaluation Committee and as co-chair of the Council Realignment Governance Structure Committee for the Girl Scouts Heart of PA.

Mark B. Miller, is a school director with Centennial SD (Bucks Co.). He also is PSBA region director for Bucks Co. and co-chair of Keystone State Education Coalition. He is an active participant in PSBA, serving on a number of committees, including the Bylaws Committee, Charter School Services, Regional Action Plan Committee, and Legislative Platform Committee. At the national level, he has been a delegate to NSBA’s Federal Relations Network since 2009. Professionally, Miller is a consultant and artist manager/agent with a roster of prominent clients including The Jacksons, four movie studios, Kellogg Company and Wyeth-Ayerstand Nestle. He graduated from Central High School in Philadelphia, Pierce Business College, Philadelphia College of Textiles and Science (now Philadelphia University), and Temple University.

Otto W. Voit III, is a 14-year elected member of the Muhlenberg School Board (Berks Co). During his tenure, he served as vice president and president. He has represented the boards as PSBA representative during his service. Professionally, Voit served a CFO of a dental and cosmetic company, an engineering software company and an INC500 educational materials company.  He is a veteran of the Persian Gulf War and active in Cub Scouts and Little League coaching. He holds a Bachelor’s Degree from Penn State and an Executive MBA from St. Joseph’s University. He resides in Muhlenberg with his wife of 25 years, Sheryl.

Michael Faccinetto is serving in his second term as a member of the Bethlehem Area School Board (Northampton Co.). He has held various leadership roles within the board and his joint vocational technical school. He is the past president and vice president of the Vo-Tech Board which is a collaboration of three districts. Faccinetto is serving in his third year as the BASD board president. An active participant in PSBA, he is the Region 8 Director and a past Assistant Regional Director. He served on the Bylaws Committee in 2013 and the Platform Committee in 2014. Professionally, Faccinetto is a 14-year licensed insurance agent in Bethlehem. Active in his community, he has dedicated his time to the Boy Scouts and West Broad Street Business Association.

Daniel O’Keefe has more than 13 years of service as school director for the Northgate SD (Allegheny Co.), and is currently in his third term as board president. O’Keefe has been recognized as a Master School Board Member, an honor only bestowed upon a handful of individuals each year. He has served on a number of roles with the district, including vice president, treasurer, finance chair and legislative chair. His community involvement includes serving on the Board of Governors of the North Hills Arts Festival Inc., Church Festival Leadership Committee, and is a co-founder of the Northgate Elementary Drama Club. He holds a Bachelor of Science in Business Management. His 33-year career includes project management for manufacturing and engineering firms purchasing management for a global manufacturer.

David Hutchinson, has served as the president of the State College Area School Board (Centre Co.) since 2003. At the state level, he has served as a PSBA Region 4 director since 2011. He has volunteered on various committees including Platform Committee, Evaluation Committee, and Centre/Clinton County Legislative Coordinator. Hutchinson holds a Bachelor of Arts degree from Penn State University. He is also a member of the National School Climate Council.
