the teachers' normal workyear showed a slight increase for 2003-04 at
187.2 days. Again, most contracts call for a normal workday of 7 1/2 hours, with the statistical average of 7 hours and 29 minutes. |

Term life insurance is provided in 97% of the districts
All districts (100%) provide health insurance plans, with 81% being paid for the employee's dependents. In 92% of the districts, dental insurance is paid, with 86% paying for dependents. Vision care insurance is provided in 66%, prescription plans in 34%.
Tuition reimbursement is included in 91% of the contracts. An income protection plan is provided in 37%.
None of the 66% of districts that pay a percent pays less than 50% of the total cost.

PSBA negotiators noted the following trends in professional contracts negotiated this year:
- Although most districts continue to offer a comprehensive insurance package featuring medical, dental, prescription and vision coverage, more districts are requiring staff to make monthly or biweekly contributions to premium costs. This shows a clear trend toward flat rate contributions rather than percentage of premium payments. The percentage of districts with cost sharing of fringe benefits is a follows : 31% for health benefits, 9% for vision, 16% for dental and 9% for prescription.
- In another cost containment move, more districts are offering early retirement incentive programs to capitalize on attritional savings.
- "Salary penalty" provisions that freeze salary step movement for teachers who receive unsatisfactory performance ratings.
- Inclusion of vacancy and transfer clauses that limit a district's ability to move staff and fill positions effectively.
- Teacher workyears continue to move toward 190 days, with a seven-hour, 30-minute workday being the standard in many contracts.
